This is actually the back end of one of the many many commercial fishing boats headquartered at Morro Bay, California, with its fishing net all stacked up and the buoys hanging off the back of the boat.

The boat is tied up the wharf or working dock after it had just unloaded it's fresh fish catch of the day.

Morro Bay is home to one of the largest fishing fleets working out of the Central Coast of California, located in San Luis Obispo, California. It is also one of the great tourist destinations in California and home of the world famous Morro Rock.
